Very smart bf.. he knows that he shouldn't even be dating you because he can be in trouble with the law. Its called statutory rape.. you my dear are jail bait.

He's right for legal reasons, first off. In most states, what you're urging him to do could get him arrested. Some states have very strict laws and I'm sure you don't want to be sending your boyfriend to prison.
He's right for physical and emotional reasons as well. Take the time to mature into an adult before you try adult things. Your body will be more mature and able to handle the interaction, and you will be more emotionally able to understand the significance of the act.
It sounds like you might have an unselfish and protective boyfriend. That's pretty rare, so be patient about hopping into the sack and enjoy your relationship for what it currently is.
