Mental stimulation can wear a dog out as quickly as a good walk. Take your dog out of the room and hide some treats under things etc in the room. Let him back in to play hide and seek with the treats. You might have to show him what to do at first but he should soon get the message. Hope your family are well soon so he can get back outside for a walk!

I play fetch/hide and seek. Throw a toy, then while he is looking for it HIDE quick! If he is familiar with fetch he will grab the ball and then come right back to where you where. When he doesn't see you he will run all through the house trying to find you.
I also place hurdles (boxes etc.) in the hallway and then have my dog fetch by jumping the hurdles.
Or buy a rope and play tug-of-war!

You can hide a cookie somewhere, and challenge him to find it. You can train him to sit, stay, down, etc. If he already knows these, try reinforcing the behaviors to make them better. You can set up an obstacle course in a room(s) of the house, and challenge your dog to navigate through it (around the chair, under the table etc.)
Mental exercise can be just as tiresome and stimulating to a dog as physical exercise. Good luck.

If you have room to play fetch with him, that is great exercise. I know that people who have dogs in agility, often put them on a treadmill when the weather is too cold to walk them.

run around and play with him! throw some of his toys, and while you're doing that, you might even be able to teach him 'Fetch'! I run around with all of my dogs inside and play with them inside(it's winter here, and we don't have a fenced in backyard either). You don't have to be outside to have fun.

I'm a vet. To keep a puppy inside is like keeping a person in a cage it is innatural be careful the rspca may come round to check on you if you keep a animal trapped inside.

i play fetch with my australian cattle dog inside, using soft play toys and he loves it.... after a while he is so tired lol... i just throw his toys in2 anouther room and he loves running after it and bringin it back for more....
