Sure you can hand out with a guy. How can you become friends with someone until you hang out with them? It may turn into something more but if not you may gain a friend.

as long as you are both single that is.
a bf / gf may have a problem with it.

i dont think so., because for me there is such a reason for an act made by a person., mybe he/she wanted something from you., a friendship or mybe he wants to be close to you for some reason.,
