how can i use High speed counter in PLC Programing. i want to count the puls from encoder but it go overflow?!

If your PLC doesn't have a HSC input, you'll have to figure out how to build and interface one. Get as much literature as you can find on your PLC. If the company that fmakes your PLC has a HSC module, it's easiest ot buy one and learn how to program and use it.
