Actually yes, but no.

They have not "tested" biological weapons at Dugway Proving Grounds, but they have used biological weapons in the testing of antidotes for biological weapons.
The Army seems to think there is a difference.

Testing has been done there for a long time.In the 60's 6000 sheep were accidentally killed by a biological chemical leak.
