So far I'm making out with her.. But I want more... I don't want to pressure her or anything like that, but I'm also unsure how she'll react if I place my hands up her shirt... Would most girls let their girlfriend do that?

While I think it's very nice and sweet of you to want to be respectful and not pressure her, a girl also likes to know that you want her. You didn't mention how old you are, so that also will play a big role: there's a huge difference between a 15 year old girl and a 24 year old.
I think your best bet, if you think you're ready to move forward is simply ask her. Don't just bring it up while you're eating dinner, but wait until you're making out again and the moment is right. Kiss he neck a little, and then whisper in her ear "would it be ok for me to touch your ______?" You can simply say the skin on her back, or her bra, or whatever depending on how brave you're feeling. The worst she'll say is "not yet," which isn't all that bad.

I think it depends on the girl whether or not she'll let u put ur hands up her shirt. Maybe u should try asking her if she feels comfortable with u touching her. Good luck!

If she's comfortable with that, she will. The best way to find out is to gently try. DO NOT force your hand up there, because if she doesn't want it there, she will slap you so fast that your nose will fall off.

jus try hinting to her.. and go slowly up her shirt and give her the oppertunity to object to your actions. if she objects then STOP but if not go right ahead
