The proper way would be to place in a marked container. In health care settings they have "sharps containers" which provides a safe place of disposal. They work fine if the containers are disposed of them properly; not tossed in a field or river. At home I don't worry about it other than putting a used razor or broken glass in an empty can. Trash collectors know to only handle trash in a container or with a shovel. I worry more about people leaving their needles laying around after shooting up where kids can play with them or an animal get stuck.

Wrap up the sharp end in layers of something like paper towels or newspaper and then place them in a plastic container like a plastic milk container.
