Nothing in an MRE (Meal Ready to Eat) is raw. All of it is food that has been prepared and packaged alrady cooked and "ready to eat".
They do come with a heater packet that you add water out of your canteen to, and through a chemical reaction it gets hot. The Meal packets (tough foil-lined plastic) are dropped into the chemical bath and are then warmed up. But they can also be eaten cold.
Here is some info and a picture or two at Wikipedia http://en.wikipedia.org/wiki/MRE
And a link that shows how they work http://science.howstuffworks.com/mre.htm

Old MRE's from my uncles 23 year stint in the marines is what helped me survive 6 hikes through the grand canyon!
Not the best food, too much sodium but cool because its small, lightweight, and usually comes with some M&M's. It can be heated in the packaging itself if its hot enough outside as it is very insulating or theres a heating packet in there. Tastes the same cold if you like cold foods.

The food in an MRE is always fully cooked - before it gets packaged. They may eat it COLD - but never raw.

The MRE comes with a warming pouch to heat the meal. Just add water to the pouch after you put what you want heated in it. However, most soldiers don't take the time to heat the pre-cooked meals.

Yes, but they are not raw. They are fully cooked when delivered to the soldier. They simply haven't been re-heated.

They are already cooked, but you can heat them up. Some are bad and some are not as bad, but nothing I would call great.
