No, Germ-X would not be an ingredient used to make meth.
Tweakers are known to get loopy about some weird things... could be that they were just trying to kill some nonexistent germs. It's not uncommon for meth users to become somewhat (if not extremely) obsessive-compulsive, either.
The whole idea about the Germ-X causing burns could be a scam... or a hallucination... like I say, meth users tend to be some erratic folks.

I really don't think it could be used for that, though. Ethanol, methanol, are both cheaper and easier to get without suspicion via other methods. It contains, I'm certain, no pseudo-ephedrine hydrochloride, iodine, zinc metal, or nor catalytic hydrogenation materials, so I cannot see it being useful in the synthesis of n-methyl, amphetamine (Meth).

Never heard that one before, but I will say that it leaves a sticky residue on my hands after I use it.
I prefer Purell Hand Sanitizer.
