Earplugs. They are very inexpensive and available from any drugstore..
If you want to cut out human voices and still hear other sounds, there are hearing aids which amplify or cancel certain frequency ranges and you can set these to reduce vocal frequencies. They are not completely effective. They are not particularly cheap either.

Are you saying you hear voices that are not really there ?
If that is the case, get to a psychiatrist soon as you might need medication and/or therapy.

Stay away from people and turn off all radios, TVs, cell phones, tape recorders, etc. It's FREE.
I couldn't live without humans.
