If you have a panic attack and/or hyperventilate you might feel light headed because you are not getting enough oxygen. This would make a tingling feeling. I don't think just tingling in your head is a panic attack though.

If you're having panic attacks, try to do something to stop having them, find a safer way to react, get help from someone if you can't do it yourself.
If you're just feeling tingling randomly in your head, get that checked out too.

My blood pressure used to be kind of low and I'd get easily light headed when I'd jump out of bed or once I fainted trying to blow up a balloon and my head feels tingly then.
