This is a hoax as all the other ones have been. Reading that article you can deduce for yourself that the man is deluding himself and is taking other people with him down the path of deception and deciet and denial.

The reason why the HIV virus is very hard to cure and why researchers have not come up with the cure yet is because the virus attacks the human immune cells and envelopes itself in the cells. For the virus to be killed the cells also have to die. This means that for there to be a cure, it also have to attack and kill the immune cells. This as you can see can only lead to death. The other major reason is that the HIV is a retro virus. This simply means that its always evolving and taking on other shapes and forms and different chemical composition. So it always has a way of evading the drugs.

Please before you take this guy as the next messiah, you should first read a little about the virus.

I don't believe it now. While it is certainly possible for diseases to be cured by the mental energy of belief, it is in no way foolproof, nor would it work for everybody.
