I guess you didn't get any Americans looking at the question. I'm in the UK and I couldn't see anything funny about the question so I put "government cheese" into Wikipedia and now I understand that it's kind of US slang for government assistance or welfare.
According to the site, the terms Government Cheddar or UN Cheese are also used in the UK to refer to foreign aid, but I can honestly say I've never heard either term used.
