The area you are referring to is the medulla oblongata. It is located just above the foramen magnum, yet still within the cranial vault. It has but 3 functions: pulse rate, respirations and blood pressure. It is easily recognized by a bulge in the very top of the spinal cord.

The respiratory and cardiac centers are situated in brain stem/medulla oblongata, simultaneously this is regulated by chemo and bio receptors in our carotid arteries. Further regulation is carried out by the Ph of blood amount of CO2 and O2 in our blood, which results in stimulation in of passing message to brain and to our brain stem/medulla oblongata which regulates our hear rate and respiration according to our body requirement.
