Well, Yes they are allowed to practice and no they don't have to tell there patients unless they are gonna have sex with them.

Yup, they're allowed, and they're not required to tell patients. It's up to the individual physician to decide whether they want to tell their patients.

Yes, and they don't have to tell you either. They do have to take precautions and "should" avoid situations where the skin may be broken or fluid exchange can take place.
