Condoms are not 100% effective in preventing ANY STD. They definetly help prevent the spread of STDs but they are not always 100% effective.

There are certain STDs a person can contract from just skin to skin contact with the genital area, even if the guy is wearing a condom. Herpes and HPV (human papillomavirus) can both be spread from just skin to skin contact (like "dry humping"). Even if a guy is wearing a condom, it's only covering the penis, not the entire genital area.

I think they protect against most STD`s.
