I don't really see how religion should have any bearing on this....if a man has to use a condom with his wife (assuming both know where the other has been prior to marriage, and both are HIV negative...), then maybe he is worried about the nights he is NOT spending with his wife, and maybe he shouldn't be married at all....

If its his wife, and neither of them have HIV, it is unnecessary (they're sexually transmitted, not sexually generated).
In any one religious group, not every single person can possibly have the same beliefs. A religion is a group of people that subscribe to the same belief system, but within this there will be some laws/ideals that some of the members of that religion will not agree to/partake in. For this reason, it may not be such a big problem to use a condom generally. The rules are often written by human beings, so they can choose to be discarded by them too.
Finally, if the man in question does have HIV, then he should definitely use a condom. Any God would believe in the greater good, and just to give someone HIV for the sake of a man-made rule is senseless. It is far more important to live your life in a way that is good to others than mindlessly and unquestionably obey man made rules.
As an aside, the only way to be 100% sure of not passing on HIV is abstinence, as condoms are not 100% effective.

Im not too familiar with the ins and outs of the muslim faith, but from a moral perspective, if you have HIV or think you have it, you should do anything you can not to pass it on, so the answer would be yes, it is right to use a condom to protect your wife.
If you think you have HIV and have not been tested, get a test done to rule it out. It will be completely confidential so no-one will know you have had one unless you choose to tell them.
There are legislations on people who knowingly have HIV/AIDS and have unprotected sex with a partner that will now see them being prosecuted for doing so.
Use a condom and tell your wife if you have HIV. Im sure if it was the other way round, you would appreciate being told.
Good luck.

Can i just say that yes the islamic religion dosent think its good to use protection why because if your married children are a blessing if your a strong enough muslim to not use a condom because thats what your religion says then you were also dedicated enough not to have sex before marraige so the chances of you haveing hiv are pretty low anyway. But if your someone who didnt listen to your ruleing then you wont care about ignoring using contraception too
