It IS true that a vegan won't eat anything with a face. A vegan also will not eat eggs, dairy products, anything that comes from an animal. Many vegetarians do eat these foods.

Yes. Of course it is also true that vegetarians won't eat anything with a face. They also won't eat animals who don't have faces, such as mussels and clams.
The difference is that vegans also won't eat anything that came from something with a face such as eggs and milk. They also will not wear anything that had a face, and will try not to use products tested on anything with a face.

No, a vegan extends beyond they to include USE of animal products such as leather, hair, wool, dairly, milk etc.
Many people use your question as a description of a vegetarian although the real definition is someone who does not eat meat, fish , poultry or slaughter by-products.

A vegetarian is someone who does not eat animal flesh of any kind, including gelatin, rennet, and fish. A vegan is a lifestyle to reduce suffering and exploitation of animals, and includes not eating honey, gelatin, rennet, animal flesh of any kind, eggs, or dairy, as well as not using leather, silk, wool, or products tested on animals. So, by definition, roadkill is vegan.

A vegan is a person who doesn't consume any animal products. This means no meat, fish, milk, cheese or eggs. Usually they also will not use leather, wool or cashmere and do not use makeup, soap or shampoo with animal products.

"Won't eat anything that has a face" is more of a slogan than a rule. They also don't eat a lot of stuff that doesn't have a face, such as eggs & dairy products.
