Asbestos is dangerous no matter what. However, it is most dangerous when stirred up, but exercising makes you take in more air - and whatever else is in it. I would check into changing the insulation on your pipes, it's fairly easy and cheap to do, and your health is paramount. But please, wear the right protection, asbestos can cause cancer and it usually is terminal when it does - I lost my grandfather to it.

I'd say yes, at least most likely. Look, the fact that you have asbestos wrapped pipes are not a problem, unless they are being disturbed or have been disturbed or injured somehow.

Most homes are loaded with asbestos and unless you are removing it, scraping it, scratching it, it's ok to leave it intact. Just don't unwrap those pipes, leave it to a professional asbestos abatement company to perform this function.

As long as you do not disturb the cover. However, creating an airflow with the treadmill will agitate latent fibers that have settled in the area and you'll be breathing them in, how much of a problem it is depends on the concentration.

It shouldn't be a problem unless the cover over the pipe is damaged or exposed.
