Botox has been used for laryngospasm (the involuntary closing of the vocal cords) in patients whose voice is unvoluntarily shutting down (spasmodic dysphonia). ENTs administer it.

If you are talking about apnea (involuntary breath holding while sleeping), then there are machines which will help keep the air flow moving, there are some medications which could help and there are even surgical methods that could be taken in extreme cases ( http://en.wikipedia.org/wiki/Sleep_apnea#Treatment ). I know a couple of people who use the machines for sleep apnea and it helps.
