Do you mean "Soleus muscle"?
Soleus muscle- A muscle with origin from the head and shaft of the fibula, the medial margin of the tibia, and the tendinous arch passing between the tibia and fibula, with insertion into the tuberosity of the calcaneus, with nerve supply from the tibial nerve, and whose action causes plantar flexion of the foot.
In upright posture, the soleus muscle is responsible for pumping venous blood back into the heart from the periphery, and is often called the peripheral heart or the sural (tricipital) pump.
Anterior and posterior veins forms to popliteal vein. and becomes femoral vein. Femoral vein becomes external iliac vein. External iliac vein joins with internal iliac vein to form common iliac vein. Common iliac vein unites with fellow of the opposite side to form inferior vena cava. Inferior vena cava begins at the level of fifth lumbar vertebra and ascends on the right of aorta. It drains to right atrium of heart.

Flows in during relaxationa and out during contraction. Blood is always flowing through the heart as the heart is contracting on one side while it relaxes on the other side. That is how you get the bump bump when your heart beats.
