what are those ppl called who use those machines and computers to see if a heart has problems or heart murmurs, etc?

Cardiovascular specialists would describe the ppl you are speaking of. They would run the echocardiogram equipment, they or a nurse could set up the EKG/ECG leads but a cardiologist would interpret them. If a cardiologist ordered a doppler an ultrasound technician would probably be the one to perform that test.

Cardiovascular technologists and technicians are the ones who actually run the machines, do the tests, compile the results.
