growing up in the 80's, we used a lot of STREAMERS (ugh), balloons, and silver "tinsel" looking streamers. You can make signs with bubble letters in royal blue and sprinkle liberally with glitter.
As for the food - as some one mentioned previously doritos are a must at any "rad" party, punch, soda (strawberry, cactus coolers, etc), chicken drummettes, finger jello (or the layered jello), individual cheesecakes (nilla wafers in cupcake cups as the crust with cheesecake filling & topping), chocolate chip cookies, and hot dogs/hamburgers/pizzas were always cheap & easy.
Make sure you have some Wham!, Madonna, Treniere & Friends to go with the dance party mix.

Anything neon is appropriate! Also try animal prints or Pac Man. Have splatter paint around. The websites below have lots of ideas!
For food you could have a bunch of candies like Gobstoppers or Reese's Pieces or M&M's. Have Doritos and Fritos. Make finger sandwiches cut into triangles. Drinks could be Faygo and Tab cola. Make a cake to look like a rubix cube. Other ideas are Jello Pudding cups, chips, Sloppy Joes, and hot dogs.

neon color was big during 83-86, so hot pink and neoon green... just watch early madonna videos (lucky star) or pretty in pink...or any Duran Duran videos. off-the shoulder sweatshirts... I guess this is all fashion advice...as far as decor...good luck!
