If people are dehydrated, they'll commonly have 'positonal changes'
which means their blood pressure will go down, and their heart rate responds by going up to increase blood flow. If people are on certain medications, (beta blockers) that change isn't as significant. Also, if a person is getting dizzy (sometimes from meds) their b/p's will be checked that way to make sure it's not from too big of a drop when standing.
Also, if a person is bleeding internally, their b/p's will drop alot when they stand.

The difference is not great under normal circumstances. However, both are regulated in the brain, which makes sure that it has enough blood to function. When you are in a reclining position, your body does not have to work as hard to pump blood to your brain as when you are standing, which is why the heartrate and blood pressure will increase.

One simple word...gravity. The body has to work less when in the reclining position, thereby lowering a person's blood pressure.
