There really is no way to tell. Most STDs have no signs or symptoms so people can go months and even years without realizing they have an STD, let alone which partner had it first.

They can if they test your previous partners... With only two people, no they can't usually. With a progessive disease like AIDS they might be able to tell, but with most things no. The only way you could tell is through your sexual history.
