Make him a card on the computer (free). Go for a walk together at dusk, go to a park with a blanket and look at the stars together (free). I don't know how old you are, but a bath together is nice (free). Or make up a certificate on the computer like a coupon for a free massage. I wouldn't worry about the dinner since that part of V-day is taken care of. Just spend time together and maybe spend the $5 on a candle or split a sandwich. He must have some idea that you're short on money. He shelled out money for the dinner, and you provide atmosphere and romanticism.
Or, when you're all dressed up for dinner, take some pictures of yourselves, and spend the $5 on a nice frame for one of them!

If you mean $5 for just the ambiance, then go with candles (like others told you) and don't forget some good chill music on your stereo. Put something romantic on and act romantic. It all depends on you.
If it is $5 for the food. Hmmmm. Get some crackers, cheese, put them on a nice plate, etc. You can add some olives and pickles out of a can. Give him a hint that you are eatable too, if he is still hungry after that.

Make a big tossed green salad, add some nuts and maybe cheese if you can budget it and serve with garlic buns by candle light. I was assuming you only had $5 for everything, did you mean for the decorations?? Either way, candles will do it every time.

Go to a local 99 cent store and get as many tea lights as you can. Take small plates, or even a larger, nice looking plate you already have, and use it around the room or as a centerpiece. Single flowers in small vases if you have them around the room are good, or even just on the table on it's own. Go to your garden or a friend's garden for these - even cheaper.

spaghetti with tomato sauce and garlic bread and a salad. If you have some chicken breast in the freezer, slice it thin, dip in egg, bread it(with breadcrumbs, italian if you have it, if not add, thyme, oregano and/or basil) and fry it in the pan. Sprinkle a little cheese over and you have spaghetti with chicken parmesan.
