The first outbreak is usually really bad.. LOTS of blisters.. not just one. The body needs to build up antibodies to help protect it from the virus. If there are no antibodies in the blood, the tests will show negative. I would say that she should get a 2nd opinion or wait a week and then go back to get more tests. They can also take some of the contents of the blister and test it for the virus.

The best to know for sure is via a swab test when there are symptoms. It's worth getting tested again when she has symptoms - but it may be something other than herpes.

I cant help the second question, but the first is easy. The test for Herpes are not always correct. You have to get tested again to be sure. There are other STD that could cause blisters, genital warts come to mind, but get tested again to be sure. And by all means, DO NOT have sexual relations when there is an outbreak!
