Can't tell from your description alone, could be warts or herpes, or other infections. Genital herpes usually start with a rash, then the skin breaks down to form ulcers with watery discharge and these are usually painful. Herpes does respond to medication but is contagious (passed on to whoever the affected person has sex with) and may keep coming back despite treatment.

They may look similar at the start.

Go see a doctor. What's the use of asking people what the bumps on your testicles are?! If it is herpes it will need to be diagnosed by a physician and you need medication. Seems like waiting for a Yahoo Answer is not an option, call a doctor before it gets worse!!

sounds more like genital warts. herpes is a blister not a lump type infection and both are viruses. Neither are curable but symptoms can be managed. herpes will go away with antiviral treatment but symptoms can return. warts can be very itchy and can be removed by liquid nitrogen and other methods. Herpes hurt especially when the skin breaks down and can be itchy. Don't let this ruin your life..but its important that you have safe sex as cervical cancer is related to the wart virus in females so if u pass the virus on to your partner it can be dangerous.

From your description, it can be a number of things. Your best bet is to be safe and go see your doctor.
Genital Herpes is an incurable virus. It is also contagious. It stays in your body's system forever. However, there are medicines now, that can help you have a pretty normal life.
But before you jump to conclusions, you should get your doctor to look at the issue.

While warts can theoretically form on any part of the body, they are rare on the scrotum.
If you have itchy lumps there it could be scabies, or they could be any number of things, including normal oil glands.
This is the sort of problem to let your doctor look at. For obvious reasons, you're not going to get an accurate diagnosis over the net.

Genital warts must be treated by your doctor. Do not try to treat the warts yourself.
The warts can be removed, but the viral infection itself can't be cured. The virus goes on living inside your skin. This is why the warts often return after they have been removed. You may need to have them removed more than once.

it may be pubic lice bites..have you checked to see if you have pubic lice (crabs)? genital herpes usually dont itch or appear on ur testicles. they will form on the tip of your penis. honestly, try shaving off all of your pubic hair and see if this doesnt help the problem.
good luck.
