casual would be my choice
I would make an array of mini sandwiches
mini meat balls
club sandwich
cucumber & cream cheese open face
smoke salmon & dill mayo
ham & apple & brie cheese
also maybe a tray or cheese & crackers
and mini skewers of roasted veggies or caprese salad ( mozzarella cherri tomato basil)
also very important to have many kinds of teas that your guest can sample from

A tea party! what fun! I'd make fancy food and casual dress. Or... you have to dress casually, and wear a hat. Then go fancy with the food and with the decor. Finger sandwiches, fancy little deserts... things in tiny bits and peices, because women attending tea parties are 'delicate and dainty' too (LOL).
I have collected a pile of china tea cups and saucers (all mismatched, and all in pinks and greens) and cloth napkins from second hand stores just waiting to have a tea party... I'm inspired now!

I would make it a Victorian setting. Ask everyone to put together old fashion clothing and hair styles. Go all out for the occasion.. Have herbal tea, shortbread, tarts, fancy cookies. Have a door prize for the most unusual costume.Send out fancy invitations to make it more personal. Fancy floral name cards for each person set at the table. Have floral bouquets of roses around the room.Enjoy your tea party.

A few savory sandwiches (cut small) and a few sweet cakes. I'd probably go a little fancy.

I'd make it fancy and serve little tarts, mini scones with lemon curd, some kind of savory/meaty appetizer, etc.
