Condoms are NOT 100%! Only abstinence is 100% effective.

According to a 2006 report by the National Institutes of Health, correct and consistent use of latex condoms reduces the risk of HIV/AIDS transmission by approximately 85% relative to risk when unprotected.

Someone has to have HIV though in order to pass it to another person. If neither partner has HIV then they can NOT spread it to each other.

Condoms are not a 100% guarantee. They could break or you may not put it on right etc. but they are the best option available to prevent HIV spreading. There are also other ways to pass the virus on i.e. oral sex, bodily fluids entering open cuts etc.
