If you've never had sex or anything close to it, then it's not an STD. No harm in having it looked at by a doctor. You've had it since you were little - why not talk to your dad about it?

First, get to a doctor and find out what it is. It could be acne, heat rash, or a resurgence of herpes zoster (chicken pox virus) - among others. Unless you're getting surgery or something like that, you can ask your doctor not to discuss this with your folks. Chances are your dad would be more understanding than you think, but it might still be good to have an answer before bringing it up.

See a doctor.
