What cannot be gulped should be spitted. Since we cannot spit in the air we have to spit on the ground. There are three ways to prevent spitting on public places as under:-
(a)By corrective measures ,by education.Charity begins at home. The education should start at home. Media should play a major role in this by exposing few culprits who are incorrigible.
(b)By preventive measures.By banning sale of Pan in public places and prohibiting ,giving Pan in parties.
(c)By punitive measures.By penalising the incorrigible defaulters.

If Indian Railways could stop people from smoking in Railway stations and trains even in Railway stations of UP and Bihar, spitting in public places also can be prevented by adopting above measures.

Betel leaf chewing or Paan chewing is very common and spitting and dirtying the places around is a very disgusting and dirty thing. But it still continues.

Yet betel leaf chewing as also tobacco and betel nut chewing and spitting in public, CAN BE STOPPED VERY EASILY, and so can smoking of cigarettes, cigars, bidis and pipes in public, be STOPPED COMPLETELY. Likewise, consumption of Alcoholic Drinks in public places like hotels and restaurants should be banned and drinks served only inside the guest's hotel room.

All that is to be done is for the Government to PASS A LAW PROHIBITING THE CHEWING AND SPITTING OF BETEL LEAF, TOBACCO AND BETEL NUT ANYWHERE IN PUBLIC. People who love to chew such stuff should do it within their own homes and not outside them. A person found to be chewing or spitting in public MUST BE JAILED FOR SIX MONTHS AND FINED RS.10,000/- EVERY TIME HE IS CAUGHT DOING IT, OR FORCED TO UNDERGO IMPRISONMENT FOR ANOTHER 12 MONTHS IF HE IS UNABLE TO PAY THE FINE. Such a law will undoubtedly meet with widespread opposition at first, and even make the prisons get filled over their capacity. But by Not letting the Betel leaf eaters chew Betel leaf outside their homes will adequately check their movements and the incidence of spitting outside the home. The whole country will look clean and neat and devoid of spit the day such a law comes into effect.

Similarly, cigarette, cigar, bidi and pipe smokers should be banned from smoking in public outside their homes. Thereby, non-smokers will not have to inhale smoke exhaled by smokers in public places, and this nuisance and health hazard will be controlled to a considerable extent when such a law comes into effect.

Similarly, drinking alcoholic drinks outside the home must be strictly prohibited. All bars should be closed down and serving of alcoholic drinks in hotels and restaurants should be banned completely. Drinks must not be served in public even to foreigners. If foreigners or Indian guests want to drink, they should be served the drinks in the privacy of their hotel rooms and not in the hotels and restaurants or other public places where women, youngsters and children can see them drink.
