Education. Africans need to be educated on the ways to prevent the spread of HIV. They also need to be given the supplies they need to practice safe behaviors. Also, they need major health care reform. A mother can have HIV and not spread it to her child during birth...and if this technology were more readily available it would help lower the rates.
