Basically, the problem is two-prong: what's the proper technique for turking a cookie and is it actually legal in the state of CA? I guess, I am also interested in knowing what's the safest way to turk cookies, what hidden caveats should I look for, and what to do if I run into trouble while cookie-turking?

P.S.: Yeah, you guessed right, I am a total newbie to cookie-turking.

I have to admit that your question sounds on the ridiculous side. And, I'd say either you need to rewrite this question while NOT high on something or look for errors before you submit it. So, the whole issue of turking a cookie is this: Do you stuff it or not? :)
