I don't know where you live, but around here 16 people is not a large number. Make a reservation and enjoy, most restaurant should be more than happy to reserve for you. I can understand asking for a confirmation when you get close to the date but I have never had to pay in advance or deposit. Change venue, I am sure some restaurant will be more than please to serve you.

I think that if you want to do this surprise birthday thing right, then you're going to have to bite the bullet and make a reservation someplace, pay in advance or whatever they want. Usually they want a guaranteed tip for service instead of a deposit, but depends on where you're going. I'd recommend something fun and light, such as Bucca de Beppo, Olive Garden, Max's Opera Cafe's, Spaghetti Factory, or some other local chain restaurant where the food is decent and they're greatful for the reservation. Or, you could have it at your house, buy some platters, and have the party there.

When I think of "nice" I think a little more high end. Maybe a steakhouse such as Morton's , Ruths Chris, Capital Grille. These are not inexpensive. They usually have private rooms. If you want something a little less expensive I would try Maggiano's they hace family style Italian, and except large parties. Average $20-30/person. Also a Japanese Teppanyaki, where they cook at your table is great for large parties!

any restaurant that you choose provided that you call ahead for a reservation...if you just show up that creates chaos for the servers and kitchen staff. so call ahead and reserve for a large group so the restaurant can add staff to make sure your table is taken care of properly and try not to book your table in the middle of their dinner rush try going at like 8 p.m. instead of 6 p.m.it will be a better time for all if the restaurant is prepared for your party.
