Likely a nasty chest infection, you need to see a doctor, you should not be coughing blood and you need it checked out.

Phlegm with specks of blood is a sign of infection. Green with those specks means it's time to see a doctor. NOW. Don't delay longer. Those symptoms mean you have waited long enough.

I had this once and I ended up going to the hospital, mine was only a reaction to some antibiotics I had been on, but you must get it checked out please. Good luck
