Hahaha.. i bet this post was in jest.
Seriously.. no, a plastic bag would not work as a condom.
A condom has to snugly fit onto your penis, thereby eliminationg any gap between the skin and itself so that no ejaculate passes free. It also needs to be elastic to accomodate expansion and shrinkage. A platic bag cannot do the job.

Now with so much of awareness and ready availability of condoms, i would disagree with your idea. The most important thing is why are we using a condom. Its to avoid STD's (sexually transmitted diseases). Condoms are chemically treated to take care of chances of infection. No guarantee for ur plastic thing. Secondly good quality condoms are tested against pressure to withstand the act. Be safe and sure. Use condoms. Lead a healthy life.

dude the basic idea behind a condom is to prevent the sperms to fuse with the eggs ... incase u are able to achieve that with anything u can call it a condom even metal sheets ...lol ... sorry .. but the basic idea for using latex is that it does not hurt both the guy and the girl plus it retains if not all but some part of the senses and feelers there ...also they are flexible and have less tendency to break during THE ACT... thats it .. this would not be possible with the polybag ...
man if ur thinking of using poly bag .. i pity ur girl ... dont do it .. i ll pay for u to get a condom ...

LOL @ YASH "I'LL PAY FOR YOU TO GET A CONDOM" COMMENT. LMAO
seriously though, condoms were made for a reason...to prevent diseases. And if you're going to use some infected plastic bag then you're asking for infections and perhaps STDS. Protect yourself the ACCURATE way because sex is not worth it when you find out something went wrong. take care of your body and your g/f's body by using CONDOMS.

Not really. It would be more very likely to split and doesn't contain spermicide (this is what kills the sperm). Your choice though, but I'm not answering any of your future questions on abortion or childcare.
