In theory, yes. In practice, some foods do not can well and may require more in the way of preparation or special containers than the process is worth. In particular, acidic foods tend to corrode the seal and sometimes the can itself, which not only increases the risk of breach and contamination but often alters the flavor of the food. Other foods just don't react well to being cooked and/or stored in liquid - for example, okra tends to degrade in to a slimy mess. In other cases, the food may can perfectly well but the result may be unappealing to consumers; a good example is canned meats, which are often so salty as to be unpalatable.
