My father had prostate cancer treated with surgery and radiation. Subsequently, complications such as constricted ureters led him to depending on stents that keep getting infected possibly because of his suppresed immune system. Are there any other solutions because everytime he gets an infection his creatinine jumps to 7-8.

The earlier approach was to use Clutton sounds to regularly dilate the ureter. This was painful post op and required the patient to remain in bed for several days till urine ran clear.
Other option was a semi permanent catheter, but these cause more infection than one needed to deal with.
The stent is by far the most modern approach and the most convenient for the patient.
Your father needs to go back to his urologist to have investigated why he keeps getting re-occurring infections. Urine is generally sterile, so something is not right here. He needs proper antibiotic therapy and some sort of monitoring of his penile hygiene.

Radiation treatment should have killed off any bugs present so I am mystified why his stents keep getting infected.

If stent is removed from ureters than he will have to go for ballooning regularly. Other way is to keep him with catheter all the time. But stent is safest.
