Tons and tons of pasta. Make something like ziti, and then put a big pot of tomato sauce on the side. Italian bread and butter. Raviolis. Garlic Bread. Simple italian foods.

OR you could go the pizza way. What boys dont love pizza?

Theres always Hamburgers and Hotdogs. Just put a ton of stuff on the grill.

Boys just like easy, and mostly unhealthy food.

Are you a parent giving the dinner? Or are you a teen yourself giving the party?

Teen: Chili w/cornbread & salad
Spaghetti w/meat sauce & salad

Adult: Meat loaf, mashed potatoes, pork & beans, salad
Brisket of beef, mashed potatoes, veggies etc.

If you decide to make the brisket use Barefoot Contessa's recipe as it is just wonderful. Two large briskets should feed at least 20 boys.

Cookies or brownies for dessert.

Hot dogs, Hamburgers, Pizza, Spaghetti. Cheap and teenagers love them. You can buy family packs of most of those. I just bought a family pack of franks at Walmart with 20 some in the pack for about 4 bucks. Buns can be bought in large packs at bread thrift stores. Hamburgers can also be bought in bulk. Pizza can sometimes be bought several for a few dollars, chips are pretty cheap for store brand. Sometimes pizza chains will run specials. Like Pizza Hut. Buy one get one , or whatever and they usually deliver. A box of spaghetti costs little and so do jars of sauce. With a big pot you can make lots of happy young men. Try making a big pot of chili. Chili and hot dogs are a win and don't cost that much. Take it from the word of a scout leader.

If they're athletes, they'll want protein. Since they're teens, they'll want a lot of it.

Try grilling some good hamburgers and offering different items to top them with. It will be filling, budget-friendly as ground beef is pretty cheap, and will be fun because of the "do it yourself" aspect.
