Medically, it could be called a chronotropic substance, chronotropic referring specifically to having an effect of increasing the heart rate. Beta 1 (actually it would be a Beta 1 agonist) refers to not only increased rate (chronotropic), but also increased force of contraction (dromotropic), and increased cardiac irritability (ionotropic). Stimulants have multiple other effects beside the increased pulse rate.
