I first would ask you what color is the phlegm? Then I would ask you if you smoke, or do you have allergies, or do you have a cold.
Phlegm is the way the body carries off particles from your bronchial tubes and throat. Excessive phlegm is a sign of perhaps something is going on. You can drink lots of water, drink a hot beverage, breathe in steam, or you can go to the doctors and find out what is causing it. If it has lasted only a few days perhaps you may do nothing, but if it last for over a week then seek help from your doctor.

If you've had a cold and now the phlegm, try an expectorant such as Robitussin guafenesin or the Equate brand at WalMart. This thins the secretions so they are easily coughed up. Be sure you're keeping yourself well hydrated too. Mucinex does the same thing (is the same drug) if you want to spend a LOT more money. LOL However, if this has been a chronic condition it would be best to see a doctor.

Take some Mucinex to help loosen the phlegm. Also consider leaning over a chair or bed and let someone lightly pound up and down on your back with cupped hands.

if you have someone who can help, lay down on a bed with your head and sholuders hanging off the end and have them hit your back (not too hard) with the side of their hand. they should move from the lower end of your ribcage to the top and from the sides to the middle. This was something my mother had to do for me as a child as i suffered very badly from bronchitis. I still remember the relief it provided so think it worth giving a go. You can also use hot water ina bowl with vicks or eucalyptus oil and put a towel round your head and breath in the fumes, this is good to do b4 the above mentioned 'physio'. ive never found a chemist bought item to be of much help. Good Luck

Taking a hot shower usually helps. Buy some of those shower soothers. When you get out, you'll likely have no problem coughing up your phlegm and it will probably break up mucus in your sinuses that you didn't even know was there.

Buy an expectorate from your drug store. Ask a pharmacist about it. It really breaks down the mucus.
