Roller rink, ice rink, bowling alley, maybe even rent a small place, do it up club style, party with your music and friends, but have a small area for other stuff to, like your foods, drinks, presents, etc.

how about going to japan
eat some sushi
then you can go dancing in Tokyo
your theme could be fishing or go as club kids or try zombies this is the best every one dress up like GODZILLA.
Have your party in a sushi bar in Tokyo Japan and everyone is dressed up like GODZILLA

Have a rock and roll party. go to party411.com they have some really cool stuff. Your family could rent a hall and get a DJ to spin some tunes.

cut ur self a birthday cake and wish urself.
only what will happen ur parents will start seriously thinking about u. for the signs r dangerous.

how bout have a BIG party at your house and if you are only girls call it girls night out if your parents wont let you at your house then ask if you can do it at a rich cousins house OR share a B-day with someone rich lol and if its boys and girls call it night out
