The quick answer to both is yes. There is some genetic disposition that makes it possible to develop diabetes and diet and lifestyle can also make it possible (as well as some other not genetic factors)

Diabetes is passed down the mother's side of the family as far as I know. But you can always get a recessive gene to all of a sudden spring up. I'm not quite sure.
One thing that can cause diabetes is being overweight. So you are better off being fit.
