like what some of the people have answered, the key is to fry it at very high temp for a short time. also, whatever you want to "wrap" the ice cream in - whether it be tortilla or cornflakes - freeze the wrapped ice cream in the freezer so the coating is semi-frozen as well.

The Spanish way is to wrap a ball of ice cream in a flour tortilla and VERY quickly dip it into 500 degree oil for about 30 seconds. Its then taken from the fryer, drained for a few seconds then sprinkled with sugar and cinnamon. It makes the tortilla very crisp and the ice cream melts only a very little bit.

it works because they only fry it at a super hot temp for a short time, so the ice cream doesn't have a chance to melt or get warm.
Also, the batter is pretty think, so it makes a good barrier.
I'd roll the ice cream balls in coconut, freeze them for 1-2 hours before frying. then dredge in tempura batter and fry quickly at a high temp.

Don't forget that before the Japanese were serving it, you could buy it at the fairs, just like funnel cake. You make a dough(like pancake mix) and fry it! Remember the Napolitan ice cream(strawberry, vanilla and chocolate) in a square.

Here is my recipe...
DEEP-FRIED ICE CREAM
Ingredients
· 4 ½ lbs of ice cream (any flavour of your choice)
· Enough oil for deep frying
· bamboo sticks for skewers
· Sponge cake crumbs
· Breadcrumbs
Batter:
· 41/2 ozs plain flour
· 1/4 cup milk
· 1/4 cup water
· 3 egg whites
Method
Scoop out ice cream into balls with an ice cream scoop. Wrap the balls in aluminium foil.
Arrange them in neat rows and pack them up in an airtight plastic container.
Set freezer compartment of the refrigerator to the lowest temperature and freeze the ice cream balls for a day.
Remove the aluminium foil from the ice cream balls and coat completely with sponge cake crumbs. Wrap in aluminium foil again and deep freeze for a day.
Combine flour, water and milk and mix well. Beat up egg whites until stiff, then stir gently and lightly into flour mixture.
Leave batter in the refrigerator for 30 minutes to one hour.
Remove aluminium foil from the ice cream balls.
Push a bamboo stick into each ball of ice cream and dip into the batter. Roll in breadcrumbs.
Deep freeze again until firm. (It takes two to three hours if the freezer compartment is really cold.)
Just before deep frying, heat enough clean oil in a wok. (Oil should be just fairly hot and not smoking hot.)
Deep fry ice cream balls (in batches) until slightly golden. Serve immediately.

Here is a recipe
Fried ice cream with tortilla holder
20 ounces chocolate chip ice cream
2 cups 4-grain flake cereal (or Corn Flakes), crushed
1 1/2 tablespoons sugar
3 1/2 teaspoons ground cinnamon
2 eggs
1 teaspoon water
4 8-inch flour tortillas
Oil for deep-frying
Cinnamon mixed with sugar
Whipped cream
4 maraschino cherries
Form ice cream into 4 balls. Place in baking pan and freeze solid, 2 hours or longer. Mix cereal, sugar and cinnamon. Divide equally between 2 pie plates or other shallow containers. Beat eggs with water.
Roll each ice cream ball in cereal mixture and press coating into ice cream. Dip coated ball in egg wash, then roll in second container of cereal mixture. Again press coating onto ice cream. Freeze coated ice cream balls solid, 4 to 6 hours.
Shape each tortilla into hourglass form (with narrow waist) by cutting off curved slice from two opposite sides. One end will serve as base for ice cream. Other end will be decorative fan.
Heat oil in wok or large deep-fryer. Place tortilla between two ladles or large spoons of different sizes (smaller ladle on top). Place tortilla so that base end is cupped in larger ladle to form basket, with back of upper fan supported by handle of larger ladle. Deep-fry until crisp. Drain and sprinkle with cinnamon-sugar. Set aside.
Deep-fry frozen coated ice cream balls 30 to 45 seconds. Place each fried tortilla in large-stemmed glass, with fan part of tortilla standing vertically above glass. Set fried ice cream ball in base of tortilla. Top with dollop of whipped cream and decorate with cherry.

wat you can do is take a scoop of ice cream and then melt it so then take a corn flake or something crunchy and so you put it on a plate there you have it
