I have quite severe neuropathy in my feet and lower legs. Touch wood, it seems relatively stable at the moment. (I don't seem to be experiencing the pain that I once did.)
What seemed to do the trick for me was Gabapentin (it's actually an anti-epilepsy/anti-convulsant drug) and Tramadol Hydrochloride. Unfortunately, I was taking quite large doses, several times a day, which seemed to have an adverse effect on me. All I could seem to do was sleep, plus, the postural hypotension (low blood pressure on standing) seemed to get much worse.
If you do a search on Yahoo! or Google for the term "Neuropathy", you are met with, literally, millions of pages. Having said that, I've listed a few that you might find useful.

Many diabetics have neurophathy. It's nerve ending that have been damaged by diabetes. There are some medications, but most don't help much. The side effects of those meds can be nasty. When I have days when my feet burn really bad, I put on a pair of socks and put my feet on a couple of ice bags with towels over them. It should feel cool, not cold. This makes it possible for me to sleep at night when I do it before I go to bed. Lyrica made me feel goofy all the time, even if I took it at night. It has other bad side affects, one of them is weight gain. Lyrica only helped my legs and arms, it did nothing for the feet and hands. I quit taking it. It was not made for neuopathy, it was made to treat seizures and depression. Then they tried it on diabetics and it helped some of the neuopathy, so the FDA approved it's use by diabetics.

I can get it again if I don't work at it every day. I realize that conventional health care is necessary and appropriate. That having been said, there are many things WE can do to overcome type II diabetes, and improve life as a Type I diabetic. I've been researching alternative medicine, and the amount of help that's available to diabetics is amazing.

I have had neuropathy in my feet...I am not diabetic however...but on a hunch my doctor gave me vitamin B12 shots and it was like magic...all the burning and pain stopped overnight. I don't know whether this will help your sister-in-law or not..but anything is worth a chance to take that pain away.

rubbing the hands and feet help some
i sounds gross but my little Yorkie likes to lick my feet and i think it helps my feet he normally does this when my sugar is high.
