It's actually more dangerous. The friction between the two layers of latex is more likely to cause both of them to split.
The safest way to protect yourself is to wear only one and use a water based lubricant with it. (They even have extra thickness ones if you are still nervous about it).

its probably worse as the two are likely to rub against each other and that could speed up the tearing.

You don't need two. Just make sure that you have enough juice with the one and it should be fine. I have never had one break even though I have broken a bed. But never use one for more than one orgasm for the guy.
