Certainly you CAN have sex but you shouldn't until you have been treated and cured. And yes you can transmit a urinary tract infection to your partner during sex. The key here is the word infection. A 10 to 14 day course of antibiotics is normally all that is needed to get cured.

yes, you can give it to them, but it is much rarer for a male to get a UTI from a female than the other way round.

It can happen but is rare to give it to males. However, a woman can reinfect herself; so be careful to clear it up first.
