Hmmm, is there a reason for having them dress up other than the 13 y.o. wanting them to? If it's at a hotel ballroom or in a nice restaurant, that would be a good way to establish a semi-formal theme. That way it won't be random having the invitation say "semi-formal attire"

Is this a mixed party? If so, consider "Black Tie and Formal Dress". But, honestly, can you really let your hair down if you get all gussied up? Ok, so lets say you want to "Dress To Impress" your friends. That's cool too...just have yourself a really good time!
