Hmm. The previous post here are not correct, at least not completely.
There are only two ways to increase the oxygen in your blood. First, is by increasing the oxygen in your lungs. Breathing faster will dilute the carbon dioxide, slightly raising the amount of dissolved oxygen in your blood stream. However, this amount is trivial. The main effect of breathing rapidly is decreasing carbon dioxide. It is possible to substantially increase dissolved oxygen by increasing the oxygen in the environment. This is how oxygen supplementation in the hospital and at high altitude works.
Most oxygen that is in your blood is bound to hemoglobin (95+ percent in normal situations). So to make a significant difference in the amount of oxygen in your blood you must increase you hemoglobin concentration. Living and training at high altitude can do it. So can blood transfusions and Epogen (blood doping).

When you work out oxygen go to your muscles, because of the increase in blood flow. That's why you never weight yourself after you workout. Also that is what causes your face to turn red when working out, and "tingling" in the muscles worked

The oxygen intake is controlled by your brain, you cannot increase it, you can't pump air into your veins. It's a metabolic process.
A good exercise routine and keeping your airways clean will help you maintain your oxygen levels at max.

One way is deep breathing, not rapid breathing. Have you ever noticed that you can stay under water longer if you do slow deep breathing first instead of just one deep breath?
